Currently it is known that the Economic/Financial Districts were created years ago with Planning, Commissioner of the Revenue, and Development.  The COR at the time (Sam Barfield) aggregated tax data for the districts.  There may have also been changes or additions to the layer by Janice Hurley who worked for both Planning and Development at different points, however she is no longer with the City.\n\nThe only known use of the data at this time (08/03/2021) is by the Commissioner of the Revenue for their Sales and Revenue report.",
